William Lacy Bill has been active in Gouverneur area real estate since 1971 when he first became a licensed real estate salesperson. In 1972 he became a licensed broker and started doing real estate appraisals. During the past 38+ years, Bill has listed and sold hundreds of properties as Gouverneur's most experienced Realtor®. Bill holds the following nationally recognized Realtor® designations: G.R.I., C.R.S. and C.R.B. In addition to being a co-founder of Lacy Realty, he is a very active certified real estate appraiser and is the owner and sole appraiser for Birchwood Appraisals.
A native of Northern New York, Bill grew up in Copenhagen, graduating from CopenhagenCentralSchool, in 1961. He went on to receive degrees from SUNY Oswego, a B.S in Education, a Masters in Education from St. Lawrence University, and an A.S. degree in Business Administration from Jefferson Community College, where he graduated with High Honors. He taught Social Studies to over 4000 students from 1965 to 1997 at Gouverneur Central School. He also taught “Real Estate I” and “Real Estate II” numerous times for SUNY Canton.
Bill and his wife, Hollie, a retired special education teacher, have been married 37 years and have four sons: Andrew, Jeffery, Michael, and Benjamin. Andrew, his wife and their children, Maxwell and Madelyn; Michael and his wife Kari and Jeffrey all live in Denver. Bill and Hollie live at 70 Birchwood Drive in Gouverneur with their youngest son, Ben, and their cats, Dobby and Max. Bill is actively involved in the United Methodist Church of Gouverneur and the Gouverneur Kiwanis Club. Bill represented Gouverneur at the county level of government from 1990-2006 as one of 15 St. Lawrence County Legislators. He was elected Chair of the Board of Legislators in 2002 and thus served as Chief Executive of St. Lawrence County. He serves as a director to the St. Lawrence County Board of Realtors®. The Lacys spend their summers at their cottage on nearby Sylvia Lake.
Penny L. Bogardus
By May of 2000, Penny and Bill had already been working together for some time and co-founded Lacy Realty. Business has been running strong since. In addition to listing and selling properties, Penny specializes in Black Lake properties and custom virtual tours, and does the majority of the advertising and bookkeeping for the business. Penny has earned the Realtor® G.R.I. designation.
Penny is a member of the Gouverneur Business Women Association, a member of the New York State Magistrates Association, and was a town Justice for 16 years, retiring in May of 2005. For 11 years, she was Secretary and on the Board of Directors for the St. Lawrence Magistrates Association. Also, Penny is a former Director of the St. Lawrence County Board of Realtors.
Penny lives in the country with her husband, Pete, and a variety of beloved pets: dogs Ruby and Zoey, and cats Willie, Chuck, Chick and Prince. Pete and Penny own a Cessna 172 that they use for taking Lacy Realty's aerial photos. The couple have five children—Stephen, Kim, Eric, Ryan, and Glen—and ten grandchildren. The Bogardus Family enjoys summers at their camp on Black Lake, which has been in the family since 1928.

Glen Bogardus
Glen was born and raised in the Gouverneur area and graduated from St. Lawrence University in May of 2005 with a Bachelor of the Arts in English. He works in the Interlibrary Loan department at SUNY Potsdam's Crumb Library, which gives local students and faculty access to library materials around the nation. Previously, he worked for seven years as a professional English tutor at SUNY Canton.
Glen enjoys nature and technology. When he's not working, Glen spends days with his long-time campanion Jessica and their troublesome pets.
Glen started as a part-time administrative assistant and webmaster of LacyRealty.net. Glen still focuses his efforts on regularly maintaining the website he created in 2005.
Alex MacKinnon
Alex joined Lacy Realty in January of 2007 as a sales person working in all areas of real estate, and is currently a licensed Associate Broker. Alex and his wife Nancy moved into the Governeur area from New Jersey in 1972 and resides in Fowler. They have two grown children, Heather and Scot, both living in the Gouverneur area.
Alex’s extensive background in commercial agriculture makes him well qualified to be the Farm and Rural Property Specialist for Lacy Realty. He operated a large dairy in the Gouverneur area for 34 years retiring in February of 2006. He is well versed in all types of farms that operate in the area including all forms of animal agriculture both organic and conventional.
Alex was born and raised in Washington’s Crossing, New Jersey near the famous spot where George Washington crossed the Delaware River. He received his BA degree from Trenton State College. He served 20 years on the Gouverneur Board of Education, a number of years as president. He was elected to the St. Lawrence County Board of Legislators in 1993 serving as Chairman 2002-3 and most recently reelected in 2006. He has chaired a number the Board’s committees and is presently involved in the New York Open Space Committee, Region Six.
